I think they really need to do a detailed study on the spammers and the real trouble makers should not be spared. Google definatly needs to clamp down on the crap online at the moment. Unfortunatly it often means that a lot of innocent websites get penalised in the crossfire. One area that needs penalising, and I know a few blog have discussed it, is the spam that occurs with linkbaiting(digg,reddit etc).
